God knew in himself that if he created beings with the gift of being free to choose to love, or not love him - and the way of love that was his kingdom, that there was the risk of them choosing not to, and all the destructive behaviours that would come with it. But that freedom to choose was so important to him, that he created us that way anyway. And because he is love, that came with an inherent cost - to provide a way back to that love if we chose it, once we had seen how destructive the other way was.
